Tribal & Territory Veteran Benefits

VA benefits for Native American and Alaska Native veterans, and veterans living in U.S. territories. All standard VA benefits apply, but access and additional local benefits vary by location.

VA Office of Tribal Government Relations

The VA Office of Tribal Government Relations (OTGR) works to improve VA access for American Indian and Alaska Native veterans. OTGR:

  • Consults with tribal governments on VA policy and services
  • Develops partnerships to enhance access to VA services and benefits
  • Sponsors regional training sessions for tribal leaders, veteran service officers, and tribal organizations
  • Provides informative presentations and interactive discussions on VA benefits

  • Lack of awareness of VA benefits in tribal communities

Puerto Rico

Veterans in Puerto Rico receive full VA benefits through the San Juan Regional Office. All standard VA programs are available:

  • Disability compensation and pension
  • Education benefits (GI Bill)
  • VA life insurance
  • VA home loan guaranty
  • Military Sexual Trauma (MST) services
  • Vocational Rehabilitation and Employment (VR&E)

Tax benefit: Veterans can claim a $1,500 tax exemption ($3,000 if both spouses are veterans). VA medical facilities are located throughout the territory.

Guam

  • Full VA benefits available through Pacific regional services
  • Military retirees can exclude retirement pay from local taxes
  • Surviving spouses and children can claim a 4.55% credit on survivor benefits
  • SSVF (Supportive Services for Veteran Families) grantees are active in Guam

U.S. Virgin Islands

  • Full VA benefits available
  • Residents pay taxes to USVI Bureau of Internal Revenue (not IRS) at federal rates — effectively no state income tax
  • Military pay, retired pay, and survivor annuities are taxable
  • Disability retirement pay for service injuries is NOT taxable
  • SSVF grantees are active in USVI

American Samoa & Northern Mariana Islands

  • VA benefits are available
  • Access may be limited — veterans may need to travel for some services
  • Telehealth options through VA can help bridge distance barriers
  • Standard VA benefits apply — file at va.gov
